Republic of Dagestan; Nogai municipal district; power struggle; competitive selection; Nogais; protests; ethno-political mobilization.

In the spring – summer of 2017 in the Nogai District of the Republic of Dagestan protest actions of the local public were held against the interference of regional (Dagestani) authorities in matters of local selfgovernment, i.e. the election of the head of the municipal district. Agents of the regional authorities, using the procedure of competitive selection of candidates for the post of head of the municipal formation, tried to influence the outcome of the election campaign. These events became the reason for the Ethnopolitical mobilization of the Nogai from all over Russia. Nogais living in other parts of Russia, as well as the diaspora living in Kazakhstan, expressed their solidarity for their fellow Nogais after the events in Dagestan. The escalation of the conflict was also influenced by the ethnically homogeneous district, which allowed accumulating the mobilization potential of the ethnic identity of Nogais. The present paper is an attempt to clear up the logic of development of contemporary ethnopolitical processes in the North Caucasus basing on the event analysis of the struggle for power and protests in the Nogai District of Dagestan.
