The author reviews the monograph of Prof. Tobin Im (Seoul National University) “Public Organizations in Asia” (2017). The purpose of the article is to draw the attention of specialists studying similar organizations, as well as public policy in Russia, to the specifics of non-Western experience in this area of political activity. The book is interesting because the author deliberately focuses on the unproductiveness of the endless replication of Western theoretical and methodological experience in other civilizational conditions and offers an analysis of practices of development and functioning of public organizations that are authentic for China, Indonesia, South Korea, Japan and other Asian countries. In 11 out of 12 sections the author analyzes the content of global / Western concepts and the experience of countries in the Asia-Pacific region. Theoretically, substantive differences in the concepts of “management” and political responses to public requests (politics), concepts of “management” and “administration” are considered. Professor Im’s book is of interest both from the methodological point of view and from the point of view of the possibility of immersion in the specificity of the Asian culture of the activities of public organizations.
